Dear alumni, faculty, fans and friends of Jaspers Athletics:

Manhattan College and the Department of Athletics are committed to the highest levels of institutional control and full compliance with NCAA and MAAC regulations. The Department of Athletics operates in a manner that is consistent with the letter and spirit of NCAA, Metro Atlantic Athletic Conference and College rules, regulations and policies. Acting on the NCAA's fundamental principle of institutional control, the compliance office is responsible for leading and coordinating such efforts at Manhattan College. It also acts as a resource for current and prospective student-athletes, coaches, faculty, staff, administration, and boosters regarding NCAA and MAAC rules compliance.

NCAA rules require the effort of everyone associated with an institution's athletic program - institutional staff, faculty, students, student-athletes and representatives of athletic interests. In order to act within NCAA rules, it is important to understand not only the rules themselves, but also why the NCAA rules exist and why schools must monitor compliance with the rules.

This site does not encompass every rules scenario; therefore, the compliance staff invites and encourages anyone with a compliance-related question or concern to contact Ann Gulino, senior associate athletic director, compliance, by email at agulino01@manhattan.edu. NCAA PRINCIPLES FOR CONDUCT OF INTERCOLLEGIATE ATHLETICS
General Overview
Over the years, thousands of NCAA rules have been written.  Each rule is developed to advance one of the NCAA's 16 basic guiding principles:  The Principles for Conduct of Intercollegiate Athletics.  These principles include:  Institutional Control and Responsibility, Student-Athlete Well-being, Gender Equity, Diversity, Sportsmanship and Ethical Conduct, Sound Academic Standards, Nondiscrimination, Rules Compliance, Amateurism, Eligibility, Financial Aid, Economy of Athletics Program Operation, among others.

Institutional Control
The Principle of Institutional Control and Responsibility (referred to as "institutional control") is the principle upon which compliance with all other principles, rules and regulations depends.  This principle defines each school's responsibility to monitor compliance with NCAA rules.  This principle is the foundation upon which every NCAA institution's compliance program is built.

The Principle of Institutional Control and Responsibility:
It is the responsibility of each member institution to control its intercollegiate athletics program in compliance with the rules and regulations of the Association. The institution's chief executive officer is responsible for the administration of all aspects of the athletics program, including approval of the budget and audit of all expenditures. The institution's responsibility for the conduct of its intercollegiate athletics program includes responsibility for the actions of its staff members and for the actions of any other individual or organization engaged in activities promoting the athletics interests of the institution.
